Morgan Clemons is a regulatory compliance attorney with experience representing start-up online lenders, money service businesses, community banks, and mortgage companies. Morgan focuses her practice on representing financial institutions on matters related to consumer protection issues, including advising institutions in connection with supervisory examinations, investigations, and enforcement actions related to FDCPA, FCRA, ECOA, the SAFE Act, TILA, and Reg P.

Morgan previously worked as a staff attorney at the 11th Circuit Court of Appeals. Morgan spent four years as an attorney with a state regulator. While there, she drafted language implementing key changes to Georgia money service business laws to update terms and account for emerging business models, which became effective in July 2014. Morgan is experienced in reviewing examination findings and negotiating administrative action settlements for national lenders and money service businesses.

Morgan has served on the SAFE MLO National Test Maintenance Committee as a subject matter expert. She currently serves on the national Mortgage Bankers Association of America State Legislative and Regulatory Committee as well as on the Mortgage Bankers Association of Georgia Compliance and Quality Control Committee. She is an active member of the Community Bankers Association, the National Association of Minority Mortgage Bankers of America, and the Technology Association of Georgia FinTech group.

Morgan is active in the Atlanta community, having served as a member of the Fernbank Artemis Guild, the Atlanta Symphony Associates, Children’s Healthcare of Atlanta Friends Junior Board, and the Atlanta History Center Membership Guild. She is an active member of the Georgia Association of Black Women Attorneys and has chaired the Young Lawyers Division Women in the Profession Committee and Inclusion in the Profession Committee, receiving recognition from the American Bar Association and the State Bar of Georgia for her efforts. She is an active member of the Caucus of Emory Black Alumni and is the Chair Emeritus of Emory Young Alumni. She currently serves as a member of the Adjunct Faculty at Emory University School of Law, teaching Introduction to Financial Compliance.
